According to the Ministry of Trade, the customs warehousing procedure applies to goods that have not been subjected to import duties and trade-policy measures and have not entered free circulation, and to goods in free circulation that may benefit from export measures when placed in a warehouse [1]. The Ministry also publishes questions and answers on temporary storage, customs warehouses and free zones [2].
Customs rules and obligations vary by warehouse type and authorisation. Define your WMS requirements together with your customs broker and the conditions of your warehouse licence.

Frequently asked questions
Is an ordinary WMS enough for a bonded warehouse?
No. Goods under customs control must be kept apart from free-circulation goods, tracked line by line with declaration and item numbers, and monitored against the bonded time limit. Standard WMS products do not have these.
What is the Annex-83 report?
It means keeping warehouse entry and exit records in the format defined in the annex to the Customs Regulation and transmitting them to the ministry system. Ask the vendor whether the report is produced and whether transmission is automatic.
How is the remaining quantity tracked on partial releases?
When imports are released in parts, the remaining quantity must be drawn down per declaration. Ask whether the system does this automatically and whether it warns before the time limit expires.
