Concepts
According to the Ministry of Trade, the customs warehousing procedure applies to goods that have not been subjected to import duties and trade-policy measures and have not entered free circulation, and to goods in free circulation that may benefit from export measures when placed in a warehouse [1]. The Ministry also publishes questions and answers on temporary storage, customs warehouses and free zones [2].
Customs rules and obligations vary by warehouse type and authorisation. Define your WMS requirements together with your customs broker and the conditions of your warehouse licence.
Capabilities to look for in a WMS
| Capability | Why it matters | How to test it in a demo |
|---|---|---|
| Stock separated by customs status | Bonded goods and goods in free circulation never mix. | Hold the same item in two statuses and show the allocation rule. |
| Link to declaration / transaction number | Every receipt and dispatch is traceable to its customs transaction. | Report the linked transaction numbers from receipt to dispatch. |
| Client-level (3PL) traceability | Customs warehouses usually serve several importers. | Report two clients' stock separately. |
| Inspection-ready stock and movement records | Differences can be explained quickly in counts and inspections. | Pull the stock position as of a past date. |
Ask the vendor
- Do you have references live in customs warehouses or free zones?
- How is data exchanged with customs processes and broker systems?
- Who is responsible for updating rules when regulations change?
